I have the honour to acknowledge the receipt of your despatches Nos. 92, 99, and 111 of the 12th and 19th April and the 4th May respectively relative to complaints made regarding the regulations governing the transhipment of goods in Hongkong.

2\. I enclose a report on the subject by the Acting Superintendent, Imports and Exports. It would seem that Messrs. Dakin Brothers Limited and Messrs. Evans, Sons, Lescher and Webb Limited were misinformed as to the nature of the regulation.
